The Big Bad Surprise Mental Illness

          THIS IS A PRELIMINARY EXPOSURE OF A CONCEPT I WILL DEVELOP

I might have figured out why people do the call 911 or take down the husband or wreck someone's project . They cannot resist the desire to make other person's situation worse when they see a     PERSON WORKING HARD TO MAKE THEMSELVES OR THEIR PROPERTY BETTER.
It rubs them the wrong way to see someone getting ahead. They feel it is undeserved success.

A primary tool used by "Color of Law " criminals is the perceived loophole in the law. Behavior which is obviously offensive or does damage will be justified by an asertation that they are specially allowed to do what they did.  The criminal who is doing harm to a person who is not harming anyone will assert that there is a violation of law or regulation and dupe or conspire with enforcement officers. The harm done is the responsibility of the person intending to do the harm. The person whose intent is to diminish, harass or  delay has not found a clever way of accomplishing this crime where they are magically immune from any repercussion.

Many creepy people think that they can damage or abuse or hamper a citizen because " The Law must be enforced". Further, the creepies feel that they can break the law because they think the citizen they are attacking is doing something illegal. Nothing could be farther from the truth. Judges can issue documents which permit intervention against citizens upon the correct presentation  of evidence and reasonable and probable grounds. That is it, no other process is permitted except in the case of serious emergency. Do not plan to fake this very rare situation.Enforcement and punishment have for many persons become the primary force and power in their lives and perhaps that enforcement and punishment will be extended into the lives of other persons who are causing no harm to anyone. 

THE LAW HAS DECLARED THAT IF YOU SHELTERED YOUR NEIGHBOR BOTH OF YOU COULD HAVE A DEATH SQUAD TAKE  YOU AWAY FOREVER: PERMITTED OR EVEN MANDATED BY LAW  IN ONE COUNTRY AFTER ANOTHER FOR ONE INSANE REASON AFTER ANOTHER ALL OVER THE WORLD.     "IT'S THE LAW!"
